Target Corp. plans to open a new store in East Liberty probably in 2010 and create 240 jobs as part of a retail-transit development project planned for that neighborhood, officials said Thursday.
Ernest Hogan, deputy director of East Liberty Development Inc., said the often-talked about Target along with a 200,000 to 300,000-square-foot transit-oriented development is a joint venture between the Port Authority of Allegheny County and Mosites Co.
Stephen Mosites, Mosites president, said plans for the project are for retail stores on a first level, and offices and residential units on other levels. Total cost of the project has not been determined. The new store would be the 16th Target store in Western Pennsylvania.
Target is talking about building a 156,000-square-foot, two-story building on a five-acre site at Penn Avenue and Penn Circle South, which Mosites is developing. Hogan said the first floor will contain parking and a lobby while the second floor will contain the retail store.
Hogan said plans are to convert a portion of the one-way East Liberty Circle roadway between Highland and Collins avenues into two-way traffic to serve the Target store.
Before Target can open, several governmental approvals must be obtained.
Thursday, Hogan and Mosites representatives went before the Pittsburgh Zoning Board of Adjustment to seek zoning variances on setbacks and signage requirements for the Target store.
The City Planning Commission will receive a briefing on the project Tuesday. In addition, the Pittsburgh Urban Redevelopment Authority must also approve the project, as well as City Council and the mayor.
About $2 million in tax increment financing is being considered for the Target store. Allegheny County Council recently formed a committee to consider the financing plan. The Pittsburgh School District and city must approve it as well, said Maurice Strul, assistant director, Allegheny County Department of Economic Development.
